I bought a packet of safety pins recently and found this in the bag as well:

It's the eye of a needle and only a little bit of a shaft; the end is clean, so it hasn't snapped off. It's sitting in front of an penny for comparison.
It could be a knitting needle, for weaving in ends of yarn, they usually have blunt ends so they don't split plied yarn.

Admitedly it would work better if it were sitting on the penny, but the penny's supposed to show that it's only a little over a centimetre in length. It's definately a sewing needle that's been manufactured too short; probably the end of the line, or some such
