Warwick University, one of the top university in the UK doesn't have enough space for parking car.
What are the solutions?

e. Stop closing off/reserving areas of existing car parks

I wouldn't mind so much if it was just a problem in the summer, when car parks are free, but it's starting to be a problem to find paying spaces during term time now. It can't be that hard to make sure there are enough (perhaps permit-only) spaces for people who have permits.
Also who's the basement of CP15 for? – I don't think I've seen more than half a dozen cars in those 40-odd spaces.

The basement of cp15 is for those few students resident on campus prepared to pay riddiculous amounts of money for 'high security parking'.
Of course when I was an undergraduate most students couldn't afford cars, now they all seem to have far better and newer cars than me.
Fortunately after these first couple of days carparking reverts to normal so provided you are in by 10:30 there are still plenty of spaces.
