Cognition in computing mind or just a better processor?

Refering to today's (19/11/2009) announcement that IBM Unveils a New Brain Simulator..

Interesting advances yes and well done IBM’s Almaden. But how does this approach address the areas problematised under phenomenology which point to the need for rethinking the conditions for consciousness? Is this approach to developing a computing 'mind' still set in the disembodied cognitivist mode? Does the project accommodate Maturana's (and others) ideas that such an AI must be 'coupled' or 'in the world' (a concept dealing with situatedness/embodiment)?
