The old argument that as cyclists don't pay "road tax" they don't belong on the roads has been dealt a savage blow.
One of the budget changes is to decrease the Vehicle Excise Duty on Band A petrol-driven cars (emitting up to 100 grammes/kilometre of carbon dioxide) to zero.
Thus if you think Vehicle Excise Duty is road tax, small cars join cycles in not paying for roads.

Health not roads. The last thing Walsgrave Hospital needs is to spend money on car parks. Over the past few years spending on health has rocketed, with rather disappointing results. Too much money has disappeared into activities which bring little benefit. More parking means more traffic which means more roads. Should Walsgrave Hospital pay for the A46 and M6 to be widened? What about a flyover at the A46 / A428 junction?
Parking should be allocated according to need. The infirm must get priority. I'm sad to say that the staff and regular visitors should be at the back of the queue, as most should be fit enough to walk, cycle or go by bus. They visit the hospital frequently enough to overcome any initial "teething" problems.
As for car parking on campus – is the early bird gets a free space fair on part-timers?
