"If necessary, however, under long-standing principles of self-defence, we do not rule out use of force before attacks occur, even if uncertainty remains as to the time and place of the enemy's attack"
The rejection of Article 51 of the UN charter which states:
Nothing in the present Charter shall impair the inherent right of individual or collective self-defence if an armed attack occurs against a Member of the United Nations, until the Security Council has taken measures necessary to maintain international peace and security. Measures taken by Members in the exercise of this right of self-defence shall be immediately reported to the Security Council and shall not in any way affect the authority and responsibility of the Security Council under the present Charter to take at any time such action as it deems necessary in order to maintain or restore international peace and security.

Bush's neocon croniesmade the change in foreign policy a few years back. Now, under the guise of unilateralism, America invades weaker countries to get what they want/need.
Complex answers are given for the reasons why Afganistan and Iraq were invaded: liberation, terrorism, WMDs, spreading democracy, oil. And to an extent they are true. But at the heart of it the actual reasons are much simpler, they are due to the baser emotions of man: the lust for power, greed and fear. Thats the shocking/ disturbing truth of the matter.
